Surveillance never stays quiet for long, and neither do its critics. Over the weekend, a lecture series in Newport Beach, California, turned a legal letter into a rallying cry — and dragged Flock Safety back into a fight it seems increasingly unable to win in the court of public opinion.

On Thursday, the Instagram account for The Saturday Salon — a small community lecture series — posted a photo of what appeared to be a cease and desist letter from Flock Safety. The company, which builds and operates automated license plate reader (ALPR) cameras and leases them to police departments, cities, HOAs and businesses, has spent the past several years fielding sustained criticism over how its network is used and who gets to watch whom.

The group’s response was blunt. “WE WILL NOT BE SILENCED,” they wrote in the post, which racked up more than 3,000 likes. A parallel post on Bluesky picked up over 360 reposts, and the story spread quickly through the same online communities that have long tracked Flock’s expansion.

Here’s the twist, though: despite the framing, Flock isn’t actually threatening people simply for debating surveillance. The letter — and the wave of outrage it triggered — is a reminder of how badly a company can misjudge the optics of a legal notice, and how little it takes to reignite a controversy that never fully cooled.

It helps to understand what Flock is and isn’t. Unlike a gadget you buy off a shelf, Flock Safety owns and operates its own hardware, leasing camera systems rather than selling them to individuals. Its cameras capture vehicle data at scale, feeding networks that law enforcement agencies can query. That model — infrastructure you don’t own, watching streets you can’t opt out of — is precisely why the company draws such heat. When a business controls both the cameras and the data pipeline, questions about oversight, access and accountability are never far behind.

The Newport Beach episode fits a familiar pattern. Flock’s technology has repeatedly become a flashpoint for privacy advocates, and its close working relationships with police departments make it a natural target for anyone worried about mass automated tracking. A letter aimed at a modest lecture series was always going to read as heavy-handed, regardless of its actual legal intent.

Whether the letter was a genuine legal threat, a clumsy trademark or defamation notice, or something in between, the effect was the same: thousands of new eyes on Flock, most of them unsympathetic. For a company whose entire product depends on public tolerance of persistent surveillance, that’s a costly own goal.
