Jan Banning Bureaucratics Revisited. Desk-bound power in twelve countries

Every desk tells on its occupant. A wall of stacked ledgers in one office, a bare slab of a table in another, a portrait of the head of state hung slightly too high. Jan Banning has spent more than two decades photographing the people who sit behind them, and Bureaucratics Revisited is his return to that archive.

Banning began the project in 2002. The original series was shot over five years in eight countries, and the first book, Bureaucratics, was published in 2008 with a foreword by Martin Parr and text by Will Tinnemans. PetaPixel calls the result both an anthropological study and a work of visual poetry, which is about right. The pictures are dry, systematic and quietly funny all at once.

The method never changed. Square frame, frontal perspective, the subject centred behind the desk, the room left exactly as found. Banning worked on medium format throughout, using a Bronica SQ-Ai, a Fuji GX-680III and a Hasselblad H5. That rigid formula is what makes the comparison work. Strip out the photographer’s choices and what is left is the state itself, rendered in furniture, paperwork and wall paint.

What the revisited edition adds, according to Banning’s own page for the book:

  • 75 photographs in total, the 50 from the original book plus 25 more pulled from the archive
  • Coverage stretched to twelve countries, including early proto-series work made in Mozambique
  • A new reflective text by Banning on how the project started
  • An essay by Charlotte Cotton setting the series in its contemporary context

Getting any of these frames was never a matter of turning up with a camera. “Receiving permission to shoot portraits of bureaucrats is in itself an achievement,” Parr wrote in the foreword to the 2008 edition, and that was before Banning went back for a second pass through the material.

The series has travelled well beyond the page. Artdoc Photo Magazine counts more than 45 venues in eighteen countries for the exhibited work, and describes the new edition as a landmark of conceptual documentary photography.

Practical details are thinner than the pictures deserve. Banning is self-publishing the book, Artdoc lists it as a 2026 release, and it is sold directly through his own site, where it is priced at €125.00 and listed as available on back-order. There is no announced retail distribution beyond that.

For anyone who owns the 2008 original, the pitch is straightforward. Same unblinking formula, a third more pictures, four extra countries, and a photographer old enough to explain what he was actually after the first time around.
