Nearly $90 million has landed at the Advanced Robotics for Manufacturing (ARM) Institute, and none of it is going toward a demo video. The Pittsburgh-based non-profit announced the award on September 3, 2026, covering 10 projects led by the consortium and its members, all aimed at one unglamorous target: the machinery that keeps the U.S. military’s equipment in working order.
The money came through the Organic Industrial Base (OIB) Modernization Challenge, run by the Office of the Undersecretary of War Manufacturing Technology Office (OSW ManTech). The OIB is the network of arsenals, depots and ammunition plants that build and maintain military hardware — facilities where a jammed line or a hand-inspection bottleneck has consequences measured in readiness, not quarterly earnings. The U.S. Department of War has been pushing an extensive strategic effort to modernize how these plants operate, leaning on robotics and physical AI to do it.
The delivery terms are notably concrete. Fifteen member organizations will produce viable working solutions within a two-year timeframe, deployed across 12 military manufacturing sites around the country. The ARM Institute says its members bid into the challenge by pairing innovation with practicality, proposing fixes for problems that touch every branch of the U.S. military. The selected projects include:
- Improving safety in energetics production and increasing manufacturing quality using AI
- Accelerating mission readiness using drones
- Removing bottlenecks through robotics
Energetics — propellants, explosives and pyrotechnics — is exactly the kind of work where taking a human a few steps back from the process is its own justification, and where machine vision can catch defects that a tired inspector on a night shift will not.
“This funding award recognizes not only the leadership role the ARM Institute plays in modernizing manufacturing, but the key role our member consortium plays in these efforts,” said Jorgen Pedersen, CEO of the ARM Institute. “We are honored to work on this important initiative for our nation, and we congratulate our members on the role they will play in this historic effort to modernize the Organic Industrial Base.”
The more interesting structural detail is what each of the 10 solution plans is required to carry: a workforce readiness component, led by the Institute alongside its workforce partners. That work centers on identifying the skills workers need to run the new systems and, where necessary, finding ways to upskill or recruit additional staff to support them.

A skilled workforce is needed to support these technologies,” said Lisa Masciantonio, chief workforce officer at the ARM Institute. “We are thrilled that the Department of War recognizes the importance of the human workforce. The ARM Institute was founded in January 2017 as a Manufacturing Innovation Institute within the Manufacturing USA network, funded by the Office of the Secretary of War under Agreement Number W911NF-17-3-0004. Its consortium spans more than 450 member organizations across industry, academia and government. Separately, the Institute has an open solicitation running — Project Call 27-01, with concept paper submissions due September 16, 2026 and project performance ending January 31, 2028.
